Reliably, several times per year, somewhere in the USofA, somebody--usually a civics teacher/professor-- takes up the challenge of proving many, many Murkins are too stupid--too ill-informed, too ill-educated, too ill-born--to vote by asking them to vote on whether to enact either the whole Bill of Rights or just one of them.
